Splitcam can not be accessed simultaneously in several applications.
For example, if I select the splitcam video driver in skype to activate the camera and then select the splitcam video driver again in chrome, the camera does not display.

Its can happend with some versions of Skype .
This some Microsoft restrictions.
Try to update skype or try to check splitcam in other programs(without skype) at the same time , and you will see its work correctly.

Now I am using skype(last version) and chrome(last version) and camera app of windows store on WINDOWS10(1909 last update version).
But Still I can not access simultaneously in several applications.

Change in skype video source to other one ,no splitcam. And try to open splitcam video driver in other programs ,its must be work.
